This solution would be cost prohibitive.

The bulleted paragraph does not clearly account for basic physics as follows:
[1] &quot;Light colored&quot; is absolutely meaningless. If paint, the small amount (very small) of &quot;reflectivity&quot; would only scatter the incoming heat source.
[2} There is a very big difference between paint and &quot;solar reflective materials&quot;

For ease of reading, radiative wavelengths will not pass out of the atmosphere, thus the green-house effect.

Roads and pavements will not solve the problem.  White paint is not necessarily a reflector - it is dependent on the material used in the paint, not the colour.</description>
